11/20/03 Get Lemna (Old Al) Off the Police Review
Board
The following is an
exchange between Rad Field and his city council representative (Lois Finkelman)
who along with Veletta Lill were the swing votes that put a confessed and
convicted bribe taker on the Police Review Board. That was bad enough, but
with new details from Allen Gwinn, Finkelman thinks a heroin pusher has a right
to pass judgment on Dallas Police officers.

Dear Lois:
Below is the conclusion from Allen Gwinn's working paper on former
Council Representative Al Lipscomb, who has been previously convicted on two
felony drug trafficking counts in California. It appears that he now serves
on the Dallas Police Review Board in violation of the cited City Code
detailed below. It is my opinion, and that of other legal sources, that Mr.
Lipscomb serves in violation of City Code (regardless of what the Dallas
City Attorney's Office believes). Additionally, common sense should prevail
in any important decision making.
Please explain to me why you voted to place Mr. Lipscomb onto the Dallas
Police Review Board knowing that the morale of the Police Department was
already at a low. Remember, also, that it was your vote that counted
regardless of how the City Attorney's office felt about Mr. Lipscomb's
qualifications. |
Mr. Lipscomb cleared
all the review by the city secretary, attorney, and manger and I believe in
every councilmember's right to appoint their individual appointments as
their own discretion regardless of whether or not I agree with them. I have
heard from those on the Police Review Board that Mr. Lipscomb has been a
positive contributing member of the board and that is what I would have
expected. |

Dallas City Code Chapter 8-1.4(8) says that a
board appointee must "not have been finally convicted of two or more felony
offenses for which the person has not been pardoned or otherwise released from
the resulting disabilities."
Al Lipscomb is a twice-convicted felon.
Period.
He has no business serving on any
Dallas board or commission -- especially a law-enforcement board. Period.
This is a slap in the face to our law
enforcement personnel. This is a slap in the face to honest Dallas citizens.
You'll notice I haven't mentioned his January,
2000 conviction on bribery and corruption -- later thrown out on a
"change-of-venue" technicality.
What is absolutely amazing is that 11 of our
council members (including mine) voted to put him
there.
If we're ever going to have snowball's chance
in Hades of turning Dallas into a world-class city, we need to begin to call
people on the carpet over this kind of behavior. We do not need to coddle
criminals and misfits and give in to their destructive behavior.
OK, enough.
This is your city and mine. I invite you to
care about it. Please join me in keeping an eye on things.
