Editor's Comments:  The following was posted to UnderGroundCop.com. Dark Shield pretty much exposes the insane direction that management has taken at City Hall.  It is magnified in the Dallas Police Department because there is less wiggle room for incompetents in what they do.  Not only is the DPD understaffed by at least 1000 officers, those who are qualified to do their job spend much of their time doing the job that could not be done by those officers who were hired for reasons other than their potential to be good police officers.

09/22/03  DPD is Dead -- RIP

Posted by Dark Shield:

It took a few years, but the Dallas Police Department has finally gasped its last breath.

Let's start from the bottom and work our way up here, starting with the recruitment goat *****.   We spent millions traveling abroad to find someone who doesn?t speak English but has a last name like Gonzales, Gomez or Benavidez
(who has nothing else in common with Dallas Hispanics)

We hand carry him/her through the process and stick 'em in the Police Academy.  Then, they fail out due to linguistic failure or leave due to home sickness.

DPD standards of hiring were dropped or lowered to make the SOCIALLY ENGINEERED numbers and  Leroy, Ruffus, TuPac Jr. and BigEBig from DeathRow of the Hood were hired.

What a surprise many failed the academy testing.  SCpl Thomas cooked the books on the DT Physical Fitness test.   We don't know the true numbers from those private PT testing sessions where magically THEY passed the last and final PT test.  That one went right over us ignorant crackers DD.

Then we go to field training for those who didn't leave the DPD on graduation day to be hired by Plano, Rockwall, Addison, Grand Prairie, etc and make 10K more a year as a 1st year officer compared to our 7th year officer.  During training someone (probably a TPOA henchmen) schooled these recruits on how to file complaints against their trainers when the recruit starts screwing up on the streets and receiving failing marks.

The complaints are always," He's picking on me cause I'm black!"  Yep, that one gains all the points in the game, Coup De Gras!  Trainers go to our finely calibrated, professional and ethical Internal Affairs Department to receive their sustained allegation, be it on the complaint itself or for not having their PR24 on their rig when getting out of the car.   Recruit wins the day and passes to be on the streets as a finely crafted, well tuned Peace Officer in the state of Texas, City of Dallas....NOT!

Time passes, **** happens and we all get screwed.

As we go up the DPD ladder on our police career journey, we run into our highly knowledgeable and notorious mid-level leadership.  Lacking in skill, experience, training and a wealth of ethical stability.  The leadership won't back their officers for fear of the head shed, so the officers are YOYO!

The Command Staff...  All of them combined have enough I.Q. fire power equal to  two rocks being knocked together.  Of course, the command staff are almost all hand picked as part of that great payback plan called Affirmative Action, the great Social Engineer project.

I'm no Einstein here, but do you agree that one doesn't work?  That plan was as good as the one that guy had when he jumped from the Eiffel Tower thinking he could flap his arms and fly?  Right?

OK, so we get to the top here, the Lordship himself.  Enough has been said on Mr. Bolton to the only thing left to say is  - -  putting T. Bolton in command of the DPD for the primary purpose of producing the First Black Police Chief of Dallas and secondly for him to command the Police Dept of Dallas was as smart of a thing to do as being a country redneck white boy wearing a PeterBuilt hat and cowboy boots walking down the streets of Harlem at 2am.

What was Mr. Benavidez thinking?  The city council should have had his rear for that decision.   Alas, no!   Why?  Because our city council could care less about the officers of the DPD.   The City Manager and the city council

Don't pay us competitively for the region.
Spent millions to campaign against us to block our pay raise.
Voted in a federally convicted Felon to oversee the Citizens Police Review Board.  (Thank Veletta Lill and Lois Finkelman for that one.)
Took our SIP.
Jacked up our insurance premiums and our co-payments.
Delayed our 5% raise.  (After promising voters a NO vote on 17% would still mean a 15% raise over 3 years.)
Charge us to park on city property.
Reduce overtime.
Extend our squad cars for service.
Screw with our sick time, our vacation time, our retirement.
Nickel and dime us little by little to cover the cost their mistakes have produced.

The lawsuits against Bolton and the city, the fake drug scandal, the drummed up discrimination suits, the Affirmative Action Center over costs, etc, etc, etc.

Here we are at the top, Dallas, Texas.  We made it, and for what?

What has happened to the DPD in the past decade --  all in the name of Affirmative Action?

The DPD has died.  Ironically, it died the day Bolton was fired. Even though he was a screw-up, psychologically he represented our only crown on the throne.   With him gone, the DPD took its last gasp and died due to the years of neglect.  It just finally caught up to us is all.

Now the brain surgeons at City Hall will attempt to administer shock treatment to bring us back alive.  Bring in a new Head Surgeon to fix it all like it was.  A new guy might be able to improve the DPD, but we will not ever revive to what we once were, never again.

When the City Manager, the Mayor and the council killed the spirit of the Department, that was it.

To confirm my position, look at what is happening now (or not happening).  Do you see any of the police associations doing anything?  The officers are all bent over for the Oct.1st  ******* from City Hall.  The fight has been whooped out of the officers over all these years.   Young officers are just punching out to clear the crash at hand.

We lost this war cause we fought the wrong battles. The battle wasn't with Bolton, pay, benefits, the academy, command leadership.  The battle was with City Hall.   If the council had their act together, all those other issues would have never occurred or at least to the degree they have.

Yet, it's our fault they screwed up.  We elected them into office -- We the People.

Why?  I have an answer for that one too.  Each was due to their skin color per the district the council member represented.  Dallas, Texas -- one big Cold Race War going on here.

That Cold Race War killed the DPD forever.

Someone tell me I'm wrong, please.  Show me the errors in my thinking here and guide me to the truth.

Ward politics is the Devil's key to the soul of the city council.  It is how some council members got themselves in trouble in the past.  It is the bait that will get others in trouble in the future. 4/6/8
