LULAC should also look into the interests of the Hispanic officers, quite possibly "scape-goated", who have been indicted or are still under investigation regarding the drug scandal.  Low ranking officers follow the lead and direction of their superiors. 

Who reviewed these cases? 

Who authorized the large payments to the informants? 

Who audits the narcotics division? 

Why did so many cases get through to the DA? 

Why were they prosecuted? 

A trace amount of illicit substance will give a positive reaction on a test of a pile of sheet rock powder on an officer field test. 

In over twenty years of police experience, I have never continued down any path without the blessings of superiors. 

These covert investigations, due to the amount of monies involved, must have been overt to DPD administrators. I suspect these officers continued on their path believing they were doing an outstanding job.
