08/18/03  Lipscomb Vote Identifies the Gutless.

Not that any of us should be terribly surprised, but it is likely a CONFESSED & CONVICTED BRIBE-TAKER will be seated on the Police Review Board (PRB).  As you read further, you will note a parallel between their position on Chief Bolton and their support for a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.  Here's the status of the Lipscomb vote as of Friday, 8/15:

DEFINITELY YES LIKELY YES DEFINITELY  NO LIKELY NO
Dr. Elba Garcia
Ed Oakley*
Brain-Dead Thornton-Reese
Attorney Don Hill
Shakedown Leo Chaney
Beat that Indictment Fantroy
Lois Finkelman *
Steve Salazar Mayor Miller
Bill Blaydes
Mitch Rasansky
John Loza
Sandy Greyson
Veletta Lill
Gary Griffith

Congratulations to  whoever worked on Gary Griffith.  Apparently, he is going to vote against Al Lipscomb.  Good for you, good for Griffith and good for this city.

Let's compare them to this DMN report:

Bolton gets mixed reviewsWith chief in spotlight, council weighs in; most say his exit isn't on tap
August 16, 2003  By COLLEEN McCAIN NELSON
Staff writer Gromer Jeffers Jr. contributed to this report.
Dallas City Council members' assessments of Police Chief Terrell Bolton's job performance run the gamut ? from "He's still our guy" to "He's got to go."
. . . Nearly all said that a change does not appear imminent.
. . . "I don't see a movement to get the chief out," said council member Lois Finkelman.
. . .  Ms. Miller would only say, "I'm going to do everything I can to reduce crime."
. . .  Maxine Thornton-Reese . . .  "He's doing a good job," she said. "None of us is perfect,
. . . Elba Garcia, chairwoman of the council's Public Safety Committee, has pledged to work with Chief Bolton to improve the department and rein in crime.
. . . Mitchell Rasansky said Chief Bolton has exhausted his chances to right the ship, calling the chief the "biggest problem" facing the department.
. . . Five council members ? including the four black members ? praised Chief Bolton's leadership.
. . ."I'm very supportive of Chief Bolton.  . . .l," said council member Don Hill.
. . . Dr. Thornton-Reese . . .
"People are more critical because he's black."
. . . Veletta Forsythe Lill . . .  has been supportive of Chief Bolton in the past, but "recent events have diminished his effectiveness as chief ... . I have grave concerns at this point."
. . . Leo Chaney Jr. "He's not the only law enforcement official in this area, and this has to be a team effort."
. . . James Fantroy, who said the chief is doing a "fantastic job," lashed out at his colleagues last week, saying that some council members are "out to get Chief Bolton." . . . "Leave him alone and let him do his job" . . . .

Lois Finkelman just cannot get it together.  She was quick to condemn Paul Fielding, but she will vote to put CONFESSED & CONVICTED BRIBE-TAKER on the PRB and will not take the lead to "get the chief out".  Finkelman does not bother with the concerns of her constituents.  She diverted that first $50,000 Laura Miller raised to repair 3 swimming pools for poor children.  That was very unpopular, but Finkelman thinks she's the Dallas version of Hillary Clinton (the smartest woman in Dallas vs the smartest woman in the World).  There is no doubt she believes she should be mayor (God help us).  If Finkelman occasionally talked with some constituents outside her circle of suck-ups, she would know there may not be a "movement" at City Hall to "get the chief out", but people out in the real world want a new Chief of Police and they don't want a CONFESSED & CONVICTED BRIBE-TAKER on the PRB. James Northrup:

Color me confused, but what is Gary and Lois's upside in this ?  What signal are they sending re standards for board appointments ?

Mayor Miller exposed the money trail between Lipscomb and the ODB.  She would have looked like a hypocrite to support him now and has publicly stated that she will not vote for a CONFESSED & CONVICTED BRIBE-TAKER on the PRB.  Of course, Lipscomb freely volunteered the information about all the money he got as a councilman and the sources, including Mayor Annette Strauss -- talk about a conflict of interest.  Miller can't be happy to be dealing with this Lipscomb mess when she really needs to rid this city of Chief of Police Terrell Bolton.

Maxine Thornton-Reese -- You could say she is out of her mind if she wasn't already "Brain-Dead".  She's had her own legal problems because she abused fiduciary responsibilities as one on the Directors who forced Tri-Cities Hospital to close, rather than pull it out of Bankruptcy.  The Board members paid themselves outrageous compensation for finishing off the hospital.  When she votes for that Bribe-Taker, she will be including herself when she repeats "None of us is perfect."  T-Reese tends to repeat herself and will claim folks don't want a CONFESSED & CONVICTED BRIBE-TAKER on the PRB just because that Bribe-Taker is Black.  Don't respond with "Think what you want!", because it's been a long time since she had a thought -- and it died of loneliness.

I've been reading your comments on the Lipscomb and Bolton issues, and you're right on.
Dallas powers have effectively avoided and covered up for years the "third rail" of Dallas politics:   RACE.
John Wiley Price, the DISD School Board over the last 5 years and their "pork barrel" of jobs and contracts for Blacks fearing the dreaded "racial backlash".
Now add the Bolton mess, Dallas crime and  Lipscomb .
   He's B-A-A-A-C-K.
All of this is an old wound that was never properly treated and has now damaged the entire quality of life for all in Dallas.
The majority of Dallas Black leadership in Dallas are a corrupt bunch of bandits who dole out money, jobs and favors to protect their power positions.  They remain in power by fronting loud mouth, idiots whose sole purpose is to scare the rest of us into giving them what they want in order to avoid confrontation and unpleasantness.
Remember Diane Ragsdale, Elsie Faye Higgins?  Now, we can add Terrell Bolton, Ron Price and Al Lipscomb.
If the national press starts to follow the Dallas story, we will become a national embarrassment again.
Remember the "city that works" days?  So who is really to blame?

Elba Garcia has not lived up to our high hopes for her.  She knows better but just "phones it in" from Domingo's office.  She is capable of so much more.  She will support Bolton and vote for a CONFESSED & CONVICTED BRIBE-TAKER to the PRB  for all the wrong reasons.  Hope she realizes the lessons she is teaching her sons.  Go ahead and do bad things, because someone will protect and promote you if you get caught.  She should show her sons there are serious consequences to bad behavior. Dave Anderson:
I was reading this article and wondered if USA Today or another major newspaper would be interested to know Lipscomb's history and where the council plans to put him.  Bad press is the only thing that seems to motivate our council.  If it's bold print saying "DALLAS #1 IN CRIME", it gets their attention and try to fix it.  Unfortunately, they then let it continue, but at least it gets their attention.  Maybe we need more attention to this matter.  Any moron knows this is a bad deal.
Thanks-

Mitch Rasansky does not like controversy, but he does the right thing 9-1/2 times out of 10.  He is voting against Bribe-Taker Lipscomb and wants a new Police Chief.  Rasansky is color blind, but knows some will call it racist thinking to expect no less accountability and responsibility from a Black Chief of Police and a Black nominee to a city Board than he would have demanded from a White.  Rasansky wants a new Police Chief and  will not support a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.

Veletta Lill is all over the chart on stuff.  She is as responsible as anyone for how our city is gerrymandered into impossible districts that dissect neighborhoods and diminish community input and voting turnout.  She and Finkelman pulled the rug on the Mayor's efforts to make our Ethics Rules parallel the State Ethics Rules, which subsequently were placed on us anyway by the State Legislature.  Still, if Lill had the courage to say she has "grave concerns" about Bolton, she is not likely to support a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.

Shakedown Leo Chaney doesn't get the term "accountability".  After all, how many years did he serve on Council while drawing his DISD salary?  Then there was his shakedown of Smirnoff -- pretending to give a care that a major city owned entertainment facility in South Dallas would sport a liquor brand.  Such a hypocrite!  After closing down several liquor stores (and there were too many) in the Fair Park area, he switched from his fake opposition to support changing Starplex to Smirnoff after they coughed up millions to fund pet projects run by Chaney's buddies.  Even John Wiley Price called it "blood money".  They on the same page on protecting Bolton, but rumor has it that JWP is not supporting a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.

Beat that Indictment James Fantroy wants cops commanded by an incompetent.  That way he is likely get past his next indictment, too.  He is just a complete nut case.  He's mean and a liar and a racist.   I will never forget when he asked rich folks to come see him because he needed a new car.  He said it in a council meeting and it went out over WRR.  He definitely does the Dallas Side Step and he must feel a bond with Old Al because Fantroy is the bozo who nominated a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.

Gary Griffith's conservative, Republican supporters would have been in shock had he voted for a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.  If he stands behind Chief Bolton, the voters who rejected Roxan Staff likely will be apoplexic.  It's a good thing that Griffith will not be supporting Al Lipscomb.

Ed Oakley will support a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.  Oakley knows it's wrong.  If he is backing Lipscomb for past favors out of some warped sense of loyalty, where is Oakley's loyalty to NW Dallas voters who backed him 95% in his huge win over Dwaine Caraway in District 6?  We were terribly victimized and damaged when Lipscomb took a pitifully small bribe to get a "high ranking police officer" (who we are convinced was Bolton) to order officers to lay off enforcement of public lewdness and other city laws in NW Hwy-Bachman sex clubs.  It will be the second time in less than a year that he shafted the area that got him elected.  He diverted District 6's $4 million in discretionary bond money to projects in his new District 3 for his own political advancement.  There are many projects in Arcadia Park where that money is needed.  If he won't do the right thing and vote NO to the idea of a CONFESSED & CONVICTED BRIBE-TAKER to the PRB, Oakley probably will support Chief Bolton, too. Citizen D:
BRAVO for you!  Since Oakley won the district anyway, I now see I should have stuck to my original mind and voted for Housewright as my personal protest vote!
This is "just politics" for the most part, but Oakley could at lest vote on good principles by accident or once in a while.  As you, I am very disappointed.

John Loza is neither calling for Bolton's removal or stating publicly his vote on a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.  Since he's had his own legal problems (driving while drunk as a council member), he won't see a problem with Lipscomb on the Police Review Board.  Wanting to stay tight with the Black council members, Loza will stick it to Miller AGAIN and vote the wrong way.

Steve Salazar is unfortunately behaving much like he did when he was on the council before.  He's just there.  We were hoping for a new, more energetic version.  In several campaign interviews, he refused to blame Bolton for "actions of some rogue cops", but he got the Dallas Police Assn. endorsement.  He will not raise his voice against Bolton, and Salazar will vote for a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.

Bill Blaydes said right at the start he will not vote for a CONFESSED & CONVICTED BRIBE-TAKER to the PRB, but he has been silent regarding Chief Bolton -- at least the press is not quoting him.

There is a real parallel between Bolton being responsible for the city's horrible crime statistics and having a CONFESSED & CONVICTED BRIBE-TAKER on the PRB.

Those on the anti-Bolton and anti-Lipscomb side are proving they are responsible stewards of the city.

Those crooks and weenies who support a Police Chief who has had 4 years to get his job done (only to see our crime statistics go through the roof) are very likely to support a CONFESSED & CONVICTED BRIBE-TAKER to the PRB.  Most of them have their own fiduciary short-comings.

The difference between those who oppose Lipscomb on the PRB and want a new Chief of Police to those who support Lipscomb and are covering for Bolton is personal character and integrity.  No one with character or honor or integrity would put a bribe-taker on the PRB or cover up for an incompetent Chief of Police, regardless of their skin color.

A vote for Al Lipscomb to the PRB identifies the Gutless!

Ward politics is the Devil's key to the soul of the city council.  It is how some council members got themselves in trouble in the past.  It is the bait that will get others in trouble in the future. 4/6/8
