08/04/03 No Ex-Cons on Police Review Board
Dear Mayor and Council Members,
I heard that Mr. Fantroy has nominated Al Lipscomb to the Dallas Police Review
Board. This is an extremely destructive plan on Mr. Fantroy's part.
If accepted, would further disgrace and make clear the dysfunction of our City
Government.
What would work for our City to be doing instead this crazy move is to get rid
of our problems at hand which are Ted Benavides and Terrell Bolton. They
need to go. They have cost our city plenty of money and;
Dallas police statistics through the end of June show a 72 percent jump in
homicides and a rise in robberies, aggravated assaults, burglaries, thefts and
auto thefts from the same period last year.
Last year, Dallas had about 92.5 crimes per 1,000 people, fueled by a high rate
of robberies, burglaries and thefts per person, according to FBI data collected
from police departments.
Dallas was No. 1 in crime rate for the previous four years.
Among the nine cities with more than 1 million people, New York had the lowest
crime rate with 31.2 crimes per 1,000 people.
Bolton is in denial about this as he argues crime is down in Dallas for the last
decade.
I invite each of you to do a little test. Over these past 15 years, I have
called 911 to report crime in the Bachman Lake area. I have seen it first
hand. A person was murdered and their body dumped in front of my apartment
building. You try to call 911 on a Friday or Saturday around 3 pm , 5 pm ,
9 pm.... or later and normally you will get a recording and not an emergency
operator as one might expect. So, you wait and wait. This should
tell you something.
Bolton is directly responsible for making our city a safe place to live and Benavides
is directly accountable for making certain the right person is police chief in
this city. Both have failed and cost us taxpayers MILLIONS through their
bad management decisions. In private business these type of people would
be fired from the get go. All involved in our City Government seem to
keep tolerating their incompetent behavior.
I did say "dysfunctional" earlier. If it looks dysfunctional, it
sounds dysfunctional. Maybe, just maybe it may be dysfunctional.
I was at that public safety meeting where Donna Blumer asked to investigate to
find out just who was that HIGH RANKING DALLAS POLICE OFFICIAL who arranged the
meeting between then Council member Al Lipscomb and Nick Rizzo (who
admitted he paid Ole Al $7700.00) . It was very quiet at that meeting, no
one said a word, then as if on cue, Bolton stepped forward to give a lengthy
prepared speech on what should have been titled " I am innocent" .
John Loza then closed the public safety meeting.
Now, we all pretend we don't have a saboteur running the Dallas Police Dept.
Again, this is why I use the word "dysfunctional". This was
years ago and the dysfunction goes on.
These two men have proven time and again they have risen to their level of
incompetence. I ask that all of you consider these suggestions seriously
and do the only thing to move this City forward. Terminate Ted Benavides
and Terrell Bolton.
AND make strong recommendation to Mr. Fantroy to withdraw his crazy nomination
of Al Lipscomb to the Police Review Board. Which it is.

P.S. Let's re-open that investigation, find out who was the HIGH RANKING DALLAS
POLICE OFFICER (Saboteur) and fire him, too.
