The African-Americans council members protect Ted to protect
Bolton. That's why she wanted the Charter Review.
Miller has been Mayor since Feb, 2002. The city has been #1 in
crime for 6 years (4 per some stats).
Who was Mayor then?
Who hired Benavides?
Who protected Bolton through the Lipscomb bribe deal?
Who protected Bolton through the fake drug deal?
That would be Ron Kirk.
Kirk had complete control over 12 council members much of his term.
Don't get me started on what leverage he held over each one.
