SUBJECT:  "Water Rates Could Spike"....

Hello Council Members:

  "Water consumption has fallen short of expectations" was quoted from a Water Department Official.  That, in part, is why we may need a 13.8% water rate increase.  Of course, Dallas is in a water "ration" mode, so that might explain the reason for the consumption shortfall.  

I guess that the unfortunate family that was cited last year because their child was on a "Slip & Slide" in their yard at the wrong time of day was not a problem after all.  They should perhaps have utilized "more" water so the Water Department would not have to increase their rates so much this year.

I really don't know how most of you Council members feel about some of the actions of the Dallas Water Department, but we out here in "water consumption land" are REALLY getting confused.  It is hoped that during your discussions on the subject this week, that someone from the Water Department is present who does not speak in non- understandable parables.
