Since 1994, our City Council has
possessed the authority to appropriate or pledge all receipts and revenues
from the Water Utilities
Department. (City Charter, Chapter XI, Section 14
(a) and Section 14 (a)(4).
They are also authorized to bill all City Departments for water use based on rates in effect at the time for residential customers. Not only are we paying our home water bill, but we are also paying water bills for our favorite departments such as the City Planning , the Mayor's Office and our City Libraries. To gain more access to funds for our General Fund, they are now considering making the Convention Center a source for another Enterprise Fund.
