09/03/06  Lancaster ISD thinks their voters are stupid, too!

On a much smaller scale and shorter time frame than DallasArena.com,  we're hoping to discuss the Lancaster School District's proposed $215 million (or so) dollar bond.

In May, Lancaster voters just defeated a proposed $95 Million dollar package, but the district treats the voters like dumb students who failed the TAKS exit exam -- and they're "giving us another chance" to get it right.
 
This after investing nearly $75 Million of the 2004 bond (of total $110 milllion) in an "arena deal" of our own.  Indoor football practice fields, a "jumbotronic"  TV scoreboard, air conditioned press box and luxury seating, the whole bit.  Oh, it has a high school attached, sure, but THAT is already too small. 
 
Anyhow,  instead of scaling back the May $90 Million package to a more reasonable November $50 Million (earmarked for building, you know, SCHOOLS?)  the district instead has offered us the chance to cap out our I&S tax rate essentially forever, borrow over $200 million, (the exact figure is disputed among journalists covering the meeting which approved the election)  and issue 30 year bonds for cop cars, laptop PCs,  vehicle maintenance facilities and tools... 
 
Nobody actually disputed that the district needs to borrow to build needed new schools, but the package being presented is unprecedented.

If you happen to know why Gallagher Construction Company is willing to TEAR DOWN certain schools built (by them?) in the 1970's and 1980's,  for free (as is rumored down here), I'd be interested to hear your theories.
