It has been three years since dallascrime.com, in an article in the Dallas Morning News, called for  750 additional police, to bring the ratio up to 3 police per 1000 citizens.  In 2006, Dallas has 9 fewer police than it had in 2003, the year Bolton was fired.  

The goal of 3 police per 1000 citizens was also adopted by the City Council according to Tanya Eiserer's story addressing the recruitment problem,

    Unfortunately, the city did not develop a plan to hire the additional police.  It is common sense that you don't reach a goal unless you have a plan to attain that goal.  Dallas has a goal, but no plan to implement in order to achieve the goal.  The result -- the city has less police today than it had over three years ago.

data looks correct to me.  Dallas city officials have somewhat ignored the "Broken Windows" concept for several years and rejected the Guardian Angels' offer to provide assistance around known hot spots. 
   New York utilized BOTH concepts and succeeded in great crime reduction.
   Dallas performs "after the fact" crime fighting -- basically waits for crime to transpire, then sends out an element to write a report.
  
At times, "911" just wants a report on the phone with no response and no crime scene search.  No wonder burglary clearance is less than 4%. 
   It's time for the City Manager to step up to the plate .. or three strikes and "Manager is Out"...
 

In 2006, even as the Dallas Police Department brags about reducing crime 5.3% from 2005 over 2004......the other major cities, with population over a million, have reduced it nearly 50% more than Dallas.  The average reduction in crime among the other major cities, with population over one million, is 7.5%.  This leaves Dallas as the city with the HIGHEST PER CAPITA CRIME RATE IN THE NATION, AMONG CITIES OVER A MIILLION, FOR EIGHTH YEAR IN A ROW.

If preliminary stats hold up, Dallas will move up to #1 in robbery and aggravated assault and easily maintain its #1 and #2 ranking in the remaining FBI UCR crime rankings.

Three years have passed since Dallas first became aware that it had the highest crime rate in the nation among major cities over a million.  Since that time, we have fewer police and a higher crime rate.  The time for lip service is over.......we need positive action.  We know what must be done.....let's do it.  The city budget calls for an additional 50 police.  That is not acceptable, we need more.......we need many more.  It is now time to hold the Mayor, City Manager, City Council and Police Chief accountable.  

Setting goals without a plan to achieve those goals is not the answer.......non-response to burglary alarms is not the answer.......the police chief, city manager and council lying to the citizens with mailouts paid for by taxpayer money is not the answer......hiring 50 new cops a year is not the answerThe answer is: hiring 500 to 750 additional police as soon as possible and the implementation of broken window policing by the Dallas Police Department.

Dallas City Manager, Mary Suhm, says that she has worked in the police department and she knows that Dallas just can't hire and train more than 50 police a year.  If so, then how did New York City hire and train 2326 police a year in 1998 and 1999?  The increase in the number of police in New York City in the 1990's, along with the adoption of "broken windows policing", was responsible for reducing crime by over 60% during the two four-year terms of Rudy Giuliani, making NYC the safest major city in America.  A Dallas citizen is now twice as likely to be murdered as a citizen of NYC and six times more likely to be burglarized.

Mary.......how can NYC hire and train 2326 police a year and Dallas can only hire and train 50 a year?   Maybe city government in New York City knows what it's doing?  It's obvious that you don't, Ms. Suhm.  MORE TO COME......MUCH MORE!!!!!
