DISD staffer admits credit card "misuse".  Why not say FRAUD?

How can one use the word MISUSE when you steal $100,000?  

My understanding is most, if not all, of the funds involved in this case of FRAUD are Title I Federal Funds. These funds should have been used on DISD students.

The DISD school board authorized an additional $500,000 for its investigation into district credit card spending because most of the 600 other DISD employees who committed FRAUD are not turning in their receipts for the items they bought with a DISD credit card.  That makes it more difficult and costly to DISD taxpayers for a thorough and final accounting of the exact amount of FRAUD committed by those 600 DISD employees.

What is happening now is a major case of HOODWINKING DISD taxpayers.

Many of those DISD employees who committed FRAUD may only face administrative discipline for committing FRAUD!

     A Dallas school district secretary admitted felony theft Thursday, acknowledging in a plea bargain that she rang up $100,000 in personal charges on her DISD MasterCard over a three-year stretch.
     Gloria Orapello, 50, could face punishments that include up to 10 years in prison, a fine of up to $250,000 and up to three years' probation, according to the plea agreement filed in U.S. District Court on Thursday. She also must repay the district $100,000, and cooperate with federal investigators. The plea agreement must still go before a judge. ....
